Mat the photo (5×7) on two layers of cardstock, and tear the edges into a diagonal line. Make sure you leave a large gap underneath the photograph for the hearts to run underneath.

I used the Scenic Route Chipboard hearts as a stencil to cut a selection of heart shapes from the patterned paper. The papers I used are double sided so you can get different patterns from the same sheet, or this is a great way to use scraps of paper up. Ink the edges of the hearts to define the shapes, then arrange them over the matted photo across the whole page.

Alternative Options

There’s lots of papers with hearts already printed on, so you could just cut them out directly rather than using a stencil, or hand draw them to give them more variety.
